Is this you?

Standard Tier typically applies where:

  • 200–799 people can reasonably be expected to be present at the same time, including staff
  • The premises meets the other qualifying criteria in the Act
  • Or the premises is a qualifying place of worship, or used for childcare, primary, secondary or further education — these remain Standard Tier even above 800 people

Capacity alone does not decide it. The type and use of the premises, exclusions and special provisions all matter. For definitive information, refer to the current statutory guidance issued under the Terrorism (Protection of Premises) Act 2025.

Public protection procedures

Four plans, built from what you have already told us

Each one is a real document — printable, emailable and written so that a member of staff can follow it under pressure.

Evacuation

Getting people out and away. Records the routes people would use, where they gather, who makes the call, who checks the building is clear, and how you know everyone is accounted for — with your own route photographs and a mapped assembly point.

Invacuation

Bringing people inside, or moving them to a safer area, when leaving would be the greater risk. Records where that safer area is, how many people it holds, how you get them there, and how you keep them informed while they wait.

Lockdown

Securing the premises. Records which doors and access points are secured and by whom, the signal that starts it, who can authorise it, what people should do where they are, and how the lockdown is ended.

Communication

Telling people what is happening. Records how you reach staff, visitors, contractors and neighbouring premises, who speaks to emergency services, and what is said — the common information that feeds all three of the other plans.

Written down and briefed?

Every procedure asks whether it has actually been written down and shared with staff. If the answer is no, the system says why that matters and creates the action — rather than quietly accepting a gap.
