More detailed protection management for Enhanced Tier premises and qualifying events
Enhanced Tier premises and qualifying events require a more detailed consideration of public protection procedures and measures.
The Enhanced Tier Martyn's Law Workbook builds on the straightforward structure of the Standard Tier system while introducing a more comprehensive Public Protection Measures Assessment. Is this you?
Enhanced Tier typically applies where:
- 800 or more people can reasonably be expected to be present at the same time, including staff, and the other qualifying criteria are met
- Or the premises hosts a qualifying event meeting the relevant criteria
There are exceptions. Qualifying places of worship, and premises used for childcare, primary, secondary or further education, remain within the Standard Tier even where 800 or more people may be present.
Capacity alone does not decide it. For definitive information about whether your premises or event is within scope, refer to the current statutory guidance issued under the Terrorism (Protection of Premises) Act 2025.
Proportionate, not maximal
The Martyn's Law Workbook helps organisations consider what measures may be appropriate to their particular premises, circumstances and risks, and record the rationale behind their decisions. It does not suggest that every possible security measure is required — and it gives you somewhere to write down why you reached the conclusion you did.

Monitoring arrangements
How the premises and its surroundings are watched — staff awareness and what they are asked to look for, CCTV coverage and who reviews it, patrolling or floor-walking, and how something noticed gets reported and acted on.
Movement of people
How people arrive, queue, enter, move around and leave. Where crowds build up, how queueing is managed, how access to non-public areas is controlled, and what happens at peak times and at closing.
Physical protection
The building itself — doors, glazing, barriers and vehicle access, the condition and testing of what is in place, and which physical measures are proportionate to this premises rather than to a generic threat.
Information security
Protecting the information that could help someone plan an attack — plans and layouts, staffing patterns, event details, and who inside and outside the organisation has access to them.
Vulnerability identification
Work through where this premises is genuinely exposed, rather than starting from a generic checklist.
Supporting rationale
Record why a measure was chosen — or why it was judged disproportionate — against each decision.
Protective measure review
Measures are scheduled for review like everything else, so decisions do not silently go stale.
Management oversight
Additional management evidence, so a senior individual can see the state of the premises at a glance.
Staff responsibilities
Who does what, recorded against roles rather than individuals, so it survives staff turnover.
Incident management
Arrangements for co-ordinating a response and for what happens once the immediate incident is over.
The designated senior individual
Where an organisation is the Responsible Person for an Enhanced Tier premises or a qualifying event, it must also designate an appropriate senior individual to ensure that the organisation complies with its requirements.
That person needs to be able to see the state of every premises they are accountable for without reading a stack of documents. The Workbook gives them a dashboard, an action list with owners and dates, and a record of when things were reviewed.
What oversight actually needs
- Which premises are up to date, and which are not
- Where high-priority actions are outstanding, and with whom
- What is overdue, and by how long
- When each premises was last reviewed
- What evidence is held, and where
- A dated history rather than a current snapshot alone
Enhanced Tier covers qualifying events too
Qualifying events are treated differently from premises and, where the relevant criteria are met, are subject to Enhanced Tier requirements.
The Enhanced Tier Workbook lets you create an event-specific protective response record covering the organiser, the location, expected attendance, temporary structures, access arrangements and the measures put in place for that event.
